"Until recently, the Inuit Tapirisat of Canada have insisted upon discussing their political aspirations within the context of land claims negotiations. It has not been possible to accommodate this desire because of restrictions in the federal government 1973 land claims policy. As a result, little progress has been made toward settlement of the I.T.C. land claim since the first Inuit claim was presented in 1976. The I.T.C. are now prepared to proceed with negotiations of purely land claims elements such as land ownership, wildlife rights and compensation, providing that the federal government give serious consideration to creation of a political unit in the Central and Eastern Arctic as outlined in an I.T.C. discussion paper of September 1979 entitled "Political Development in Nunavut""--Summary and purpose of paper, p. 1.
