"Historically, the Family Expenditure Survey (FAMEX) was conducted on a national scale every four years or so. The survey's content was driven mainly by the needs of the Consumer Price Index (CPI), as input to the periodic re-weighting of its basket of goods and services. With PIPES, the renamed Survey of Household Spending (SHS), is now annual and the sample size about 50% larger, to satisfy the newly defined reliability requirements for provincial estimates for input into the System of National Accounts (SNA). In the spring of 1998, the Chief Statistician established a task force to look into how the Survey of Household Spending should best meet the requirements of the SNA as well as those of the CPI, while dealing with the response burden and quality issues"--Title page.
