"In November of 1985, the Canadian Sentencing Commission mailed out questionnaires to 1608 Crown attorneys and defense lawyers in British Columbia, Alberta, Ontario, New Brunswick, Nova Scotia and Quebec. The questionnaire was designed to elicit views on certain practices and procedures in the sentencing process covering five general areas: sentence severity, sentencing variation, sentencing guidelines, plea negotiations and other sentencing issues. In all, 759 questionnaires were returned by February 15th, 1986"--Executive Summary, p. vi.
