"The relationship between non-Indian and Indian communities prior to Confederation developed in three successive stages with some inevitable overlap. First was the evolution of attitudes in which Indians were seen as a separate and special group which had to be dealt with in a certain way. Second was development of a policy to define and conduct the relationship between the two communities. Third came legislation to reflect both the social attitude towards Indians and the policy"--p. 4.
