"Policy can exist under many guises: as law, regulation, program, public statement, code of conduct, or simply the accumulation of many decisions taken over time. The many meanings of the word “policy” probably preclude the development of a uniform approach to the integration of environmental factors in policy-making. In this prospectus, we define policy in its widest sense to include specific programs and regulations as well as broad statements of intent such as codes of ethics"--Introduction, p. 3.
