520 |a"When the Department initiated its Offshore Steels program in 1983, funded by the Federal Panel on Energy Research and Development, twin objectives were set: to develop, with industry, the technology to supply steel, fabricate platforms and caissons, and inspect and maintain rigs; and to document the protection technology, in terms of design and performance guidelines, rules and specification, which would ensure the safe operation and performance of rigs in the aggressive environments of the East Coast and the Arctic. The main component of the protection technology program is the study of fatigue crack initiation and growth from the toes of welds, directed at the translation of experimentally measured effects of environment and geometry into a complete fracture mechanics treatment of the fatigue process. This compendium of papers marks the extensive progress of the team of industry, government and university researchers towards that goal, and constitutes the Canadian contribution to the 1987 "Steels in Marine Structures" Conference sponsored by our colleagues of the European Coal and Steel Community and of the United Kingdom Offshore Steels Project"--Foreword, p. i.
