"The Brief, dated January 7, 1969, was submitted to the Province of Quebec, and claims the sum of five billion dollars, not including damages, for the loss of Indian rights in the Province. The Indians of Quebec claim rights to the major part of the Province with respect to lands, forests, wildlife, lakes, rivers, and territorial waters"--p. 2.
