"The Public Service Health Care Plan (PSHCP or the Plan) is an optional health benefits plan sponsored by the Government of Canada for federal public servants and pensioners, and their eligible dependants. It also oversees the implementation, with a partner organization, of all aspects of the contract for the Plan's administrative services"--Executive summary, p. 2.
