"There was a three-fold increase in annual real expenditures in infrastructure by all levels of government from 1955 through to the first-half of the 1970s. This was followed by a pause, or reduction, in capital expenditures through to the late 1980s. Recently, real expenditures at the all-government and municipal levels have increased again, but financing has included very substantial increases in property taxes. ... This paper provides an overview of alternative financing mechanisms. They range from development charge and special district financing to user charges and trust funds. For each, we provide a definition of the instrument, and indicate the circumstances for which it is best suited."--Introd., p. [1].
