« Le présent Plan d’action fédéral-provincial-territorial visant à accroître l’immigration francophone énonce un plan que les gouvernements pourront mettre en oeuvre, en collaboration avec les intervenants, pour améliorer la promotion, la sélection, l’établissement, l’intégration et la rétention des immigrants d’expression française dans les communautés francophones en situation minoritaire (CFSM). Ils mettront à profit des outils et des approches qui conviennent à chaque collectivité, reconnaissant ainsila diversité des CFSM à l’échelle du Canada, des grands centres urbains aux petites collectivités rurales.»--p. 1.
