It examines the widely-held assumption that Europeans are, in principle, opposed to the use of military power as an instrument of foreign policy. By reviewing polling data from the time of the Kosovo War (1999) and the ongoing mission in Libya, the paper reveals that there is considerable support for such operations if they are regarded as legitimate. The fear of casualties (i.e., “the body-bag syndrome”) might also play a role, although the discussion is hypothetical given the minimal losses suffered by the Western Powers during the missions in Kosovo and, to date, in Libya"--Abstract, p. i. |
