"The CAF recruitment system is said to be professional, structured, personalized and consistent across the country. Unfortunately, the same cannot be said of the system for transitioning from military to civilian life. There are too many obstacles in the way for too many CAF members and veterans, causing them real distress. We need to create a transition system that mirrors the CAF recruitment system. To assist in developing such a system, the Subcommittee on Veterans Affairs of the Standing Senate Committee on National Security and Defence has undertaken a study on how to professionalize the transition from military to civilian life. The witnesses who appeared as part of this study suggested several promising solutions and raised important issues"--Executive summary, p. 6.
