The audit scope focused on frameworks and processes in place as at December 31, 2015. Emergency management as a broader topic, Information Technology (IT) continuity planning, and continuity of constitutional government were excluded from the audit scope given their unique nature, complexities, and risks"--Executive summary, p. 2.
