"This evaluation assesses the emergency preparedness and response activities (also called program) undertaken by the Public Health Agency of Canada (PHAC) between 2012-13 and 2016-17. It examined the relevance of these activities to Canadians, the achievement of intended goals and the efficiency of emergency management within PHAC. The evaluation focussed on PHAC’s emergency management activities as outlined below. These activities are supported by the National Microbiological Laboratory (NML) and Regional Operations. Many other centres across the Agency and Health Canada also have activities that relate to public health event response. However, as this evaluation is primarily concerned with emergency management activities, the technical expertise provided by other centres within PHAC and Health Canada was not examined. The activities of other centres have been and will continue to be covered in separate evaluations"--Evaluation purpose and scope, p. iv.
