"The object of this investigation is to provide policy makers with a prescription for resolution of Colville's chronic dependency on public subsidies and with some guidelines for avoidance of similar situations in the future. The study will demonstrate that Community Business Development Corporations like Colville can and do provide net benefits to their communities, thus justifying continued government support. It also demonstrates, however, that the nature of that public support may well blunt the corporation's community development potential"--Introd., p. 2.
