"The paper presents quarterly estimates of the natural rate of unemployment (NRU) for each of the ten Canadian provinces over the period 1963-86. The paper expands upon earlier work conducted at the aggregate national level, which showed that estimates using the Lilien methodology of modelling changes in frictional unemployment by an employment dispersion index resulting in biased estimates. Unemployment rates for each of the ten provinces are modelled in a reduced form against cyclical, structural, policy and terms of trade variables using a SUR methodology"--Abstract, p. ix.
