"In this paper, an attempt is made to calculate the effects of various levels of immigration on the cost structure of our social services. The authors estimate the age-and sex-specific per-capita expenditures for the provinces and for Canada. These base-year estimates are then used to calculate projected expenditures on social services, using the Economic Council of Canada's Demographic Projections Model"--Foreword, p. ix.
