"Based on these considerations, the Ministers of the Environment and of Health have concluded that benzidine is not entering the environment in a quantity or concentration or under conditions that constitute a danger to the environment or to the environment upon which human life depends. If benzidine were to enter the Canadian environment (as a consequence of its commercial use), however, it might constitute a danger to human life and health. Therefore, benzidine is considered to be "toxic" as defined under section 11 of the Canadian Environmental Protection Act"--Synopsis, page v.
