520 |a"An evaluation is undertaken of the relationship between theories of economic regulation and actual regulatory practices applied to natural resource exploitation in Canada. The focus of the paper is on conservation as an important rationale for economic regulation. Conservation is defined as the need to increase the potential future flow of natural resources over the level which would otherwise occur in unregulated markets due to various types of market failure. If markets operated efficiently, there would be no reason to impose regulations to conserve natural resources. This paper identifies those areas where conservation is indicated in theory for the cases of mineral and forestry exploitation. Regulations applied to these resources are then examined. It is found that in some cases theory and practice coincide. In others, there are inconsistencies in that existing regulations are not compatible with their specified rationale, or that theory predicts a need for regulation and none exists. The paper is not a comprehensive survey of natural resource regulation, but one approach to the important but difficult area of relating theory and practice"--Summary, p. iii.
