First, the Bankruptcy Act is identified as a policy for facillitating exchanges and as aframework for economic adjustment; this provides a basis for its initial interpretation. After reviewing the aspects of the Act most affected by recent reform proposals, the paper critically analyzes the aims. of the Act and of the reforms, as stated by the legislators.
