"This study, which is one of several commissioned by the Economic Council of Canada on environmental protection regulation, concentrates on the regulation of water pollution from the pulp and paper industry. It examines the federal role in regulating the industry both in terms of the formal procedures involved and the extent to which abatement objectives have been achieved. At the provincial level only Ontario is considered in any detail, though many of the findings apply to the other provinces in which the pulp and paper industry is prominent"--Summary, p. xvi.
