"In this study, we focus our attention on the financing of exports, and we leave aside other measures of assistance and support, such as tax or fiscal incentives, administrative rules, and so on. The analysis will be conducted in the general context of the theory of public choice. The issues to be resolved are: whether the export-financing services established by the federal government and by some provinces are useful; whether the assigned objectives are relevant; whether the objectives are being achieved; and, finally, whether these programs are beneficial to the economy as a whole"--Introd., p. ix.
