520 |a"This digest summarizes federal and provincial acts and regulations governing the environmental impact of open pit mining and lists the important agencies involved. Municipal regulations, which may be more stringent, are not considered. Experience to date shows the maximum benefit to all involved accrues if environment-related activities are considered from the earliest stages of mine planning. Agencies can and will in this case use maximum flexibility in assisting the producer conform to regulations. The trend in current legislation is towards overall management of natural resources. This, coupled with the application of "nuisance" law - ie, the freedom of the public to enjoy commonly established rights - places the onus on producers to show adequate compliance with regulations.
