"This study makes an important contribution through the development of a general framework for the evaluation of public enterprise. It draws on evidence from various sectors to develop an understanding of the features of public enterprise and of the roles for which it is reasonable to employ this public policy instrument. And it analyses the issue of accountability and control by attempting to explore the links between the question of control and the role which public enterprises are expected to fulfil. This study enters new territory for the Council in that its primary focus is on the firm, rather than particular sectors or the economy as a whole. In addition to drawing on economic literature and organization theory, we have used insights provided by the disciplines of political science and public administration"--Preface, p. xi.
