520 |a"The case study on the regulation of the British Columbia salmon fishery summarizes the evolution of regulations in the fishery up until the middle of 1980. The study illustrates that there were two distinct phases in the regulatory history of the fishery. The first phase, concerned almost exclusively with conservation of the stocks, used area and time closures in an open access fishery in an attempt to ensure adequate escapement of the various salmon stocks. The second phase, while preserving stock conservation as a crucial element of the management rationale, emphasized the necessity to manage the fishery to improve the economic performance of the various sectors of the industry. This phase, which was initiated with the 1968 licence limitation program, continues today"--Summary, p. vii.
