"Canada has a rich tradition of community organizations. Farming, fishing, and forestry cooperatives have long defended their members' interests, and many communities have formed organizations to promote self-help and other social objectives. What is relatively new in this country is the use of community programs as tools for economic and business development. The purpose of this Statement is to examine the potential for using this new entrepreneurial branch of community development to deal with the continuing problem of economic stagnation in many regions of the country"--Why Community Economic Development?, page [1].
