"Meteorologists have expressed concern that the proliferation of numerical prognostic guidance material, some of which is of questionable quality, is having a negative effect on the operational forecaster ... It was suggested that a preliminary testing of these concerns could be made by setting up an experimental forecast office and operating it for a period of two weeks in parallel with the Pacific Weather Centre (PWC). .. This technical note will outline the experiment. Verification of the forecasts issued by the experimental office and those of the PWC will be provided in subsequent technical notes."
