"The Detroit-St. Clair River System is as an area of high ecological sensitivity where there is the potential for a major spill. Under the auspices of the Joint Canada-United States Marine Pollution Contingency Plan, "Operation Preparedness" was established to develop operational procedures for dealing with spill incidents in the River System and to formulate an Action Plan incorporating these procedures and other pertinent information"--Abstract.
