520 |a"Pursuant to section 68 of the Canadian Environmental Protection Act, 1999 (CEPA), the Minister of the Environment and the Minister of Health have conducted a screening assessment of benzene, 1,1'-(1,2-ethanediyl)bis[2,3,4,5,6-pentabromo-. This substance, commonly known as decabromodiphenyl ethane, or DBDPE, is identified by the Chemical Abstracts Service Registry Number (CAS RN) 84852-53-9. This substance is included in the Certain Organic Flame Retardants (OFR) Substance Grouping under Canada’s Chemicals Management Plan, which includes ten organic substances having a similar function: the application to materials to slow the ignition and spread of fire. DBDPE was identified as a priority for assessment on the basis of ecological concerns identified through the CEPA New Substances program. While this substance is not on the Domestic Substances List (DSL), it has been in commerce in Canada since the transitional period between the establishment of the DSL and the coming into force of the New Substances Notification Regulations (Chemicals and Polymers) (January 1, 1987 and July 1, 1994)"--Synopsis, page ii.
