"This present study ... is confined to an analysis of economies of scale at the plant level in the manufacturing sector. ... In the formulation and administration of competition policy, knowledge of at least two aspects of scale economies is important: first, the minimum size of an efficient plant in relation to market size and the unit cost increment incurred by operating a plant at less than efficient size; second, the determinants of efficient plant size in relation to market size and the extent to which actual plants approximate efficient plant sizes"--page 1.
