"The first purpose of this report is to identify potential consumer problems in order to assist the Policy Coordination Bureau in determining long range policy issues and options for Consumer and Corporate Affairs Canada. The second purpose is to identify likely pressures on government, and particularly on CCAC, for action or intervention on issues of consumer concern. Only those issues pertaining to the "consumer" side of the department are included. Thus competition policy, securities legislation etc. are not addressed"--Introduction, page 1.
