"This thesis shows that the North-West Mounted Police was created by the Dominion government in response to the evident needs of the area and upon the recommendation of competent observers. It traces the organization of the force, its despatch to the Territories, which involved an arduous summer-long expedition from the Red River to the foothills of the Rockies in 1874, and its initial activities in establishing bases of operation and enforcing law and order. It then proceeds to a discussion of the administration of the force and its deployment, it demonstrates the success of the force in developing friendly relations with the native population and in handling the numerous problems associated with them: cattle and horse stealing, inter-tribal hostility, settlement on reserves, and most dramatically, the influx of thousands of American Sioux after the Custer massacre, posing a threat to the peace of the area and a delicate problem in international relations"--Preface, pages x-xi.
