"In 1987, Dr. Peter Oberlander, then director of the Centre for Human Settlements at the University of British Columbia (UBC), invited me to present a series of lectures on the evolution of Canadian housing policy at the university. I agreed enthusiastically. At that time, no chronicle existed of federal involvement in housing. CMHC had just marked its fortieth anniversary in 1985. I thought that a series of lectures at one of Canada's leading universities would be a fitting legacy to this anniversary."--Foreword.
