"The evaluation is divided into two principal classes of experiments, technical and behavioural. 'Technical' experiments examine the ways in which the mechanics of man-machine and machine-machine communication over satellite differ from terrestrial means. The 'behavioural' experiments investigate the effects of satellite communication on the ease with which individuals use man-man and man-machine communication. Because of budget constraints however, the experiments in both categories are primarily demonstrations, designed to give the users hands-on experience in an operational environment"--Executive Summary, page iii.
