"The personnel conducting the study were to be responsible for 1) contacting all members of the Committee in order to compile a list of the requirements of all departments for an index such as proposed and 2) define suggested objectives for the index: for discussion by the members at the next meeting of the Committee. Following this study and a full discussion at the next meeting terms of reference can be drawn up for a feasibility study related to the establishment of a sourcing index"--Scope of the Study, page 2.
