"If large quantities of oil are found under the continental shelf area of the Beaufort Sea, there is a high probability (based on the history of oil spills to date) that at least one accidental oil spill of a major nature will occur in this area as a result of an oil well blowout, a tanker or barge accident, or a subsea pipeline rupture"--Introduction, page 1.
