"The general parameters accorded this study were to investigate this foreign warehousing concept in order to determine its basic feasibility and to make specific recommendations for procedures or programs that would be necessary to put it into effect. While no time frame was established for any possible implementation date it was generally agreed the need for foreign warehousing could exist commencing in the fall of this year or by early spring of 1974"--page 1.
