"The business mission, led by the Minister of State for Trade, the Honourable Ed Lumley, was organized in response to discussions held between the Prime Minister and the President of Mexico and between Canadian and Mexican Ministers during the visit of President José Lopez Portillo to Canada May 26-28, 1980. It was designed to pursue Canadian participation in priority Mexican development programs and projects and to support the activities of Canadian firms in pursuing projects and sales in Mexico"--Background and Objectives.
