"During Prime Minister Trudeau's visit to France in October 1974, he and Mr. Chirac, the French Prime Minister, agreed that the level of commercial activity between the two countries was not sufficiently large or diverse. Agreement was reached, among other things, to establish an ad hoc joint working group to study the potential for bilateral trade and co-operation in industrial sectors"--Background, page 1.
