"During the first three months of 1981 a mail survey of rural employers was conducted by the Department of Communications: as part of a general investigation of the demand for specific communication services in the rural areas of Canada. The objectives of this survey are described in Reference 1. This report records the steps involved in planning and implementing this survey, including selecting a sample of rural employers to be surveyed, and procedures for mailing questionnaires and monitoring returns. It is not intended to record the results of the survey which will be the subject of a separate report"--Introduction.
