"An agreement between Treasury Board and the Department of Communications allowed the Department to introduce a financial management system that would eliminate some restrictions on budgetary allocations. The Single Operating Budget (SOB) was implemented as a pilot project to assess the potential benefits of the increased flexibility given to managers for the management of their resources. This report is presented so as to respond to the new challenges flowing from the migration of the Department of Communications to new organizations"--Executive summary.
