"The Government Telecommunications Agency (GTA) has developed a set of strategic and development plans for the evolution of government telecommunications common services. These plans, outlined in this document, form the basis for evolving telecommunications services in the government. A primary objective of these planning activities is to optimize the government telecommunications systems and services in terms of their broad applicability, and at the same time to minimize their costs through economies of scale.
