"This paper reviews the definitions of amplitude cross-modulation in the time and frequency domains with respect to modulation depths of the video carrier. It is shown that the variations in the percentage of modulation of the desired video carrier can change the compatibility of cross-modulation ratio between the time and frequency domains when cross-modulation ratio is defined as per Broadcast Procedure 23 and 24"--Abstract, page 2.
