The mechanical coupling between air and sea : an evolution of ideas and observations / Mark A. Donelan.En13-5/91-124E-PDF

"The roughness of a water surface is parametrized in terms of the wind speed and wave age. Although the variation of equivalent drag coefficient over typical wave age ranges is not large, the distribution of momentum input to the spectrum moves towards the peak in young seas. The implications of this and the inevitable high wind speed saturation of short waves are discussed in the context of scatterometry"--Abstract.
