"Regulations are often set in terms of a value L which can be exceeded by only a small proportion of samples taken from a particular effluent or water body over a predetermined period. Estimation of a quantile (also known as percentile or fractile) can provide the limit L, at the regulation setting stage, or provide the means of assessing compliance with the regulation at the monitoring stage. Methods for the nonparametric estimation of a quantile are reviewed and studies comparing the performance of these estimators under various assumptions are summarized."
