"Using theoretical analysis, a single vertical velocity distribution was developed which is valid over the inner and outer regions of a turbulent flow past a rough rigid boundary. The formulation is based on the use of the logarithmic distribution for the inner flow region and linking of the logarithmic distribution and a power-law distribution in the outer flow region. The composite distribution was compared with the logarithmic and measured velocity profiles over the full flow depth. The link between the inner and outer flow region was found to be at a relative depth above the bed of 0.282. The excellent agreement between the exponent 𝑚 and the coefficient 𝑎 of the power-law distribution, is dependent on the relative roughness. It was found that the composite velocity distribution provides a better fit to the experimental data in the outer flow region than the logarithmic distribution. Improved accuracy in determining the depth-averaged velocity with the two-point method can be obtained by using a weighting factor. The weighting factor has been found to vary marginally with relative roughness. For most applications the weighting factor has a value of 0.558. Depth-averaged velocities can be consistently determined to within 1% of the true value when a weighting factor based on the composite velocity distribution is used with the two-point method"--Abstract, page iii.
