"In this report we address the problem of designing an efficient digital filter bank whose function is to split a broad-band signal (usually speech) into sub-bands. These sub-bands are subsequently individually encoded using coders that are optimized to the statistics of the input signal, i.e., preferential coding weight is given to the spectrum components that are perceptually most significant. The resulting coder/decoder arrangement output signal is, for a given bit-rate, subjectively better than an equivalent broad-band wave form encoded signal"--Abstract.
