"The objectives of this study are summarized in theStatement of Work as follows: (a) Study the necessary operational philosophy to permit the UHF satellite system to supply a high system availability to users; (b) Suggest the reliability budgets to be apportioned to the RF links, the spacecraft, the fixed regional port stations and the control communications control stations and study the effects of changes in the budgets; (c) Identify the necessary reliability oriented specifications which should be included in the performance specifications of the space and ground segments; (d) Estimate the reliability specifications which should be recommended to purchasers of user-supplied UHF stations in order to permit a satisfactory availability to other users"--Study Objectives.
