"'Telecommunications services' - whatever precise scope and content that term is eventually given - has recently emerged as a distinct issue in ongoing debate and negotiations on 'trade-in-services', and one which is widely regarded as crucial to the achievement of any real progress in this emerging area. The underlying dynamics of trade-in-services are quite simple: the United States in particular has taken the lead in pressing other industrialized countries and the developing nations as well to create and institutionalize a more liberalized regime for dealing with a wide range of services trade issues, complementary to that already in place for goods trade through GATT and other multilateral and bilateral arrangements"--Introduction.
