"Environmental concerns over fugitive emissions of coal dust during transport of coal by rail have been recognized since the introduction of large-scale export coal shipment. The concerns have been related mainly to nuisance soiling caused by the deposition of coal dust on properties adjacent to the rail corridors. To alleviate these concerns, a number of practices considered reasonable and practical are recommended in this document"--Introduction, page 1.
